However, this is not always the case in places where investment is difficult, oil projects are extremely remote or where the legal and regulatory framework are so defective to the extent that it could be manipulated by the oil companies or a seeming lack of political will on the part of the government - a classical example is Nigeria. Therefore, this paper compared Nigeria’s frameworks for combating gas flaring with that of Norway. It critically analysed Nigeria’s legislative and regulatory efforts for combating AG flaring and the assesses key barriers that hindered Nigeria’s efforts to eliminate or achieve substantial flaring reduction.
