Evolution of the legal framework for oil and gas exploration and production in Namibia.

Abstract

This article highlights the existing national legal framework in Namibia relating to the exploration and production of offshore petroleum resources. It gives a brief summary of the historical context before discussing the extent to which the policy and legal framework provides for an effective licensing regime to attract the necessary investment, a regulatory framework to manage and control the activities of the industry, and to facilitate the development of a local industry to allow the participation of Namibians in the sector. Consideration is given to the institutional framework, the licensing system, the regulatory approach to health, safety and the environment (including the decommissioning of offshore installations), and the development of a gas sector.
