How sustainable is Nigeria’s effort of ending gas flaring and unlocking gas potentials: a review of the country’s anti-gas flaring legal and policy frameworks.

Abstract

Nigeria had recently signed a new legal framework with a primary goal of helping the country achieve its policy objective of ending gas flaring and unlocking gas potentials by the year 2020 in line with its commitment to the 2030 Sustainable Development Goals agenda. It is against this background; the paper critically reviews the current legal and policy frameworks at tackling gas flaring and enhancing gas utilisation in line with wider sustainable development goals. The methodology adopted is doctrinal, involving a review of library-based literature, and critical analysis of laws and policies enacted for the treatment of gas flaring in Nigeria. The paper argues among others that the implementation of the anti-gas flaring existing laws and policies have not been successful due to ineffective enforcement strategies. The paper concludes that the new framework itself would not likely achieve its goal unless the country has effectively enforced the anti-gas flaring law and policy frameworks.
